Marion Marsland, of the Thermal Insulation Contractors Association (TICA), has been appointed Chair of the Construction Skills Certificate Scheme (CSCS) Alliance, the collective voice of the 37 card schemes that bear the CSCS logo.

She will take on the role alongside her position as CEO of TICA, leading the CSCS Alliance as it continues to drive higher standards and improved safety across construction and the built environment.

With more than 40 years’ experience in the thermal insulation sector, Marion has worked across contracting, distribution and manufacturing before moving into trade association leadership. As CEO of TICA, she has strengthened training and apprenticeship programmes, reinforced industry competence, and championed the critical role of insulation in delivering energy efficiency and construction safety.

Her appointment comes at a pivotal time for the construction sector, as the industry aligns behind the Construction Skills Mission Board, established by the Construction Leadership Council (CLC) and Government. The Board aims to recruit an additional 100,000 workers per year into construction by the end of this Parliament.

Marion said: “I’m delighted to take up the position of the CSCS Alliance Chair. A key priority for the Alliance is to turn the data from more than two million cardholders into meaningful insight—insight that can help the Construction Skills Mission Board, the CLC and Government target training investment where it will have the greatest impact.

“By combining this data with CSCS Smart Check, our card-checking tool, we can give industry the assurance of being the industry’s single point of contact for carding and competence matters.”

The CSCS is the UK’s leading system for verifying construction workers’ training, qualifications, and health & safety knowledge. Recognised through its colour-coded cards, it provides proof of competence for roles across the industry and is widely required for site access, helping improve standards and safety.

Marion succeeds Jay Parmar, Chief Executive of the Joint Industry Board and member of the Industry Competence Committee, who has served as Chair of the CSCS Alliance since 2021.

During his tenure, he strengthened collaboration across the card schemes, oversaw the introduction of CSCS Smart Check, sharpened the Alliance’s focus on competence and data insights, and cemented its role as the industry’s single point of contact for carding and competence matters.
