As an approved SQA assessment centre, ACAD is proud to offer a structured pathway of Level 2, 3, and 4 NVQ’s tailored to the specialist needs of the asbestos removal and abatement industry. These qualifications are designed to recognise and validate the skills, knowledge, and experience of individuals working in the sector, supporting both personal development and industry standards.
Level 2 – Removal of Hazardous Waste (Construction) – Licensed Asbestos S/NVQ
This qualification is tailored for individuals actively engaged in asbestos removal, providing formal recognition of their ability to carry out tasks safely, competently, and in accordance with industry standards and regulatory requirements.
WHO CAN APPLY?
- Experienced Asbestos Operatives – Extensive experience as an operative within the asbestos industry and completed an Operative refresher course within the last 12 months.
- New Asbestos Operatives – Approximately 6 months + of work experience in the asbestos industry and completed a New Asbestos Operative course in the last 12 months.
WHAT SKILL CARD DOES THE LEVEL 2 NVQ LINK TO?
On successful completion of the Level 2 NVQ, to apply for a Blue Skilled Worker card, you must also have:
- ACAD/IATP/UKATA/ARCA New Asbestos Operative or Asbestos Operative Refresher Training Certificate (within the last 12 months).
- CITB HS&E Test (within the last 2 years) OR a valid CCNSG Passport.
HOW AM I ASSESSED?
ACAD understand that there can be a variety of factors impacting a candidate or employer looking to gain the relevant NVQ and apply for the corresponding skill card. With this in mind, ACAD have developed 2 distinct assessment routes to complete the Level 2 NVQ:
Traditional Assessment Route (T-AR) This route takes approximately 6 months to complete and allows candidates to provide assessment evidence from their everyday roles in small chunks to build up their portfolio over time.
Streamlined Assessment Route (S-AR) This route can be much quicker with most evidence collected over 1 day of face-to-face assessment. On successful completion, certification is typically issued within 8-12 weeks. For Level 2 candidates, a single face-to-face assessment day is typically required. During this session, the majority of evidence is gathered through a simulated practical environment and professional discussions focused on asbestos removal activities. Prior to the assessment day, candidates are expected to complete a set of knowledge-based questions, which can be submitted in written or verbal format depending on individual preference.

ACAD recognises that busy work schedules can limit a candidate’s availability for assessment. To support flexibility, S-AR assessment days can also be arranged on weekends for an additional fee of £300 + VAT per delegate.
IS THERE GRANTS/FUNDING AVAILABLE TO SUPPORT WITH COSTS?
You may be entitled to funding or grants towards covering the cost of an NVQ. More information can be found here
Level 3 – Occupation Work Supervision S/NVQ
This qualification is designed for experienced operatives progressing into supervisory roles, as well as those already working in such positions. It focuses on key responsibilities including team management, regulatory compliance, and maintaining high standards of health and safety on site. While this is a generic construction NVQ, all assessment evidence must be drawn specifically from the context of supervising asbestos removal activities
WHO CAN APPLY?
- Experienced Asbestos Supervisors – Individuals with substantial supervisory experience within the asbestos industry who have completed a Supervisor Refresher course within the past 12 months. In addition, they must hold either a Level 2 NVQ in Asbestos Removal or have completed the relevant Level 2 Asbestos Removal units as part of, or in addition to, the Level 3 NVQ in Occupational Work Supervision.
- New Asbestos Supervisors – Individuals with approximately 6 months or more of supervisory experience within the asbestos industry who have completed a New Supervisor training course within the past 12 months. In addition, they must hold either a Level 2 NVQ in Asbestos Removal or have completed the relevant Level 2 Asbestos Removal units as part of, or in addition to, the Level 3 NVQ in Occupational Work Supervision.
WHAT SKILL CARD DOES THE LEVEL 3 NVQ LINK TO?
On successful completion of the Level 3 NVQ, to apply for a Gold Supervisor card, you must also have:
- ACAD/IATP/UKATA/ARCA New Asbestos Supervisor or Asbestos Supervisor Refresher Training Certificate (within the last 12 months).
- CITB HS&E Supervisory Test (within the last 2 years) OR a valid CCNSG Passport.
HOW AM I ASSESSED?

On successful completion, certification is typically issued within 8-12 weeks. The number of assessment days is dependent on whether the candidate has already achieved the Level 2 NVQ.
Assessment Structure for Level 3 Candidates on S-AR
Candidates who have already achieved a Level 2 NVQ in Asbestos Removal
Typically, two assessment days are required to gather sufficient evidence of supervisory competence:
Day 1: Conducted in a simulated practical environment, focusing on professional discussions and scenarios related to supervising asbestos removal activities.
Day 2: On-site assessment, where the assessor shadows the candidate in the workplace while they carry out supervisory duties.
Candidates without a Level 2 qualification but with extensive industry experience in both operative and supervisory roles
Typically, three assessment days are required to comprehensively assess both operative and supervisory competencies:
Day 1: Simulated practical environment and professional discussions focused on asbestos removal activities.
Day 2: Simulated practical environment and professional discussions focused on supervising asbestos removal.
Day 3: Workplace-based assessment with the assessor shadowing the candidate during live supervisory activities.

Level 4 – Asbestos Removal for Contract Managers S/NVQ
This qualification is designed for individuals currently in, or aspiring to move into management roles within the asbestos sector. It focuses on strategic planning, effective resource management, and leadership development tailored to industry-specific challenges.
WHO CAN APPLY?
- Experienced Asbestos Managers – Individuals with extensive experience as a manager within the asbestos industry and completed an Asbestos Manager Refresher course within the last 12 months.
- New Asbestos Managers – Approximately 6 months + of work experience in the asbestos industry and completed a New Asbestos Manager course in the last 12 months.
WHAT SKILL CARD DOES THE LEVEL 4 NVQ LINK TO?
On successful completion of the Level 4 NVQ, to apply for a Black Licensed Asbestos Manager card, you must also have:
- ACAD/IATP/UKATA/ARCA New Asbestos Manager or Asbestos Manager Refresher Training Certificate (within the last 12 months).
- CITB HS&E Test for Managers and Professionals (within the last 2 years) OR a valid CCNSG Passport.
HOW AM I ASSESSED?
The Level 4 NVQ is assessed through a combination of assignment completion, professional discussion, and other portfolio evidence, ensuring a flexible and practical route to certification.
As the Level 4 NVQ requires candidates to submit multiple assignments this qualification is only offered via the traditional assessment route.
Traditional Assessment Route (T-AR) This pathway typically takes around six months to complete and enables candidates to gradually compile assessment evidence from their day-to-day responsibilities, building a comprehensive portfolio over time.
