Scottish Construction Re-Start Plan

The Scottish Government has confirmed that the construction industry can move to Phase 3 of the Construction Re‐Start Plan, known as ‘steady state operation’, from next Monday 22 June.

As in phase 2, work can only be carried out where physical distancing can be maintained, and it is anticipated that 30% ‐ 40% of the original workforce will be able to be accommodated on site during phase 3.

The Restart Plan includes the easing of restrictions in a phased manner, as developed by Construction Scotland on behalf of the industry.  This is a six phase plan designed to support a gradual return to work, when the medical evidence supports that:

  • Phase 0 – Planning
  • Phase 1 – COVID-19 pre-start site preparation
  • Phase 2 – Soft start (only where physical distancing can be maintained)
  • Phase 3 – Steady state (only where physical distancing can be maintained)
  • Phase 4 – Steady state (where physical distancing can be maintained and/or with PPE use)
  • Phase 5 – Increasing density / productivity

The Scottish Government has also confirmed that face coverings will be mandatory on public transport in Scotland from Monday and house moves can recommence from 29 June.
